Exemption From NET For MPhil / PhD Holders

The UGC Chairman Sukhdev Thorat has announced at a press conference that those who hold Ph D or M Phil degree will be exempted from NET/SET. Notification dated 14th June 2006. According to this notification, the UGC announced that MPhil and PhD candidates would be exempted from taking the NET. While MPhil candidates will be eligible for teaching at the undergraduate level, PhD fellows will be eligible for postgraduate teaching.

In 2002 UGC decided to extend the exemption for only PhD degree holders, who had completed their PhD on or before 31 December 2002.

In 1993, UGC decided to give exemption from NET for the PhD and MPhil degree holders, who had completed their PhD and MPhil on or before 31 December 1993 and were eligible for the post of lecturer.

According to Notification of UGC dated 19th September 1991,
minimum qualifications for the post of lecturer in University and Colleges are
"Good academic record with at least 55% marks or an equivalent grade at Master's degree level in the relevant subject from an Indian University or an equivalent degree from a foreign university.
Candidates besides fulfilling the above qualifications should have cleared the eligibility test for Lecturers conducted by UGC, CSIR or similar test accredited by the U.G.C."

My question is associated with the Exemption from NET to M.Phil/Ph.D holders and quality of higher education.

The exemption/relaxation from NET will not only lead to the dilution of standard for the entry to the teaching profession but will also lower the quality of the M. Phil / Ph. D. degree. Many people who find it difficult to pass the NET, despite several attempts, trying now to get an M. Phil / Ph. D. degree, by hook or crook. and for A person who is associated with teaching, we assume that he/she has full knowledge of the subject .if a person is not able to qualify the exam that based on that particular subject what he/she is teaching how you would expect a good result for that institution. So we must have some filtration to get some skilled teacher and NET exam is the only tool that serves the quality in this regard.

M.Phil/Ph.D course is the based on a particular topic and it doesn't ensure the complete knowledge of the subject. and we are aware that anyone can get M.Phil/PhD degree easily these days...but NET exam that is based on full syllabus of graduation/PG courses certainly give assurance that NET cleared people will definitely have grip on the subject.
M. Phil. / Ph.D. course, however, does not mean that the degree is irrelevant. The Ph.D. degree should continue to be an additional/preferential qualification for appointment to the lecturer’s and higher posts.


To protect the degradation in the quality of higher education, which is one of the most important pillars towards building a civilized society, we should not give the exemption to M.Phil/Ph.D holders.

what about the fate of MPhil Degree holders who completed before 1993? For one those who applied for SLST Exam conducted by Madras University had not been registered stating that they are exemted from NET and the fee paid for the exam is returned.They are all now about 45years of age.

i had completed my Ph.D in the year 2008. completing NET is necessary

Mr Mathi sir,
Please note that, every exam or education is given new knowledge how can you say M.Phil/ PhD degrees are got easily. Net is also good even after M.Phil/ PhD are also good. I think UGC may create new law to become a Asst.Prof. i.e. Master degree + M.Phil. PhD. NET. (Not SET) and nobody can pursue PhD with out clearing M Phil.

Some how Kulkarni is right ... The eligibility for Asst. Prof should be NET+Ph.D/M.Phil to improve the quality of the system.
Test is the best way to filter the Intelligence.
Dear Kulkarni, M.Phil is really a time waste course these days and no need to clear M.Phil for PhD except few Universities.
